Jesse M. Caplan, Chief Legal Counsel
Jesse Caplan came to FCHP in 2008 as Chief Legal Counsel. An attorney with Epstein Becker & Green, P.C. (EBG), he provides counseling and representation for the health plan, while also managing EBG’s legal work for FCHP.
Caplan is a member of EBG’s national Health Care and Life Science practice. He served as Chief of the Consumer Protection and Antitrust Division of the Massachusetts Attorney General’s Office from 2001 to 2007, and Chief of the Attorney General’s Central Massachusetts Regional Office in Worcester. He also served as a trial attorney in the Department of Justice’s Antitrust Division from 1991 through 1998, where he focused on antitrust enforcement in the health care industry.
He has served as a Special Assistant U.S. Attorney in New Mexico, as the Attorney General of the Republic of Palau, and has taught Antitrust Law as an Adjunct Professor at the Suffolk University School of Law.
Caplan received a bachelor’s degree in International Relations from Colgate University and his juris doctor from the Washington College of Law.
He currently is a member of the board of directors of the Quinsigamond Community College Foundation.
